The capital’s administration plans to resume using incarcerated labor to dredge canals and drainage systems in the capital, the Thai Public Broadcasting Service reported. The plan is to resume the project after a two-year suspension by the administration of former Bangkok Governor Aswin Kwanmuang.

Justice Minister Somsak Thepsuthin recently suggested that Bangkok City Hall use prisoners in good standing to do the job. Somsak said he hoped that Bangkok’s newly elected governor, Chadchart Sittipunt, would be more open-minded and allow prisoners to do the job so they could contribute to society and earn some income.

Somsak’s proposal is positively received by the new governor, who said he would discuss the matter with the minister of justice. However, the metropolitan governor explained that for the past two years, the city administration has not hired inmates to dredge because of medical restrictions imposed during the Covid-19 pandemic.

The Bangkok Administration’s Drainage and Sewerage Department, meanwhile, said it has completed dredging 180 canals of about 370 kilometers in 2020 and 2021 and will complete 32 more this month. An additional budget has also been allocated for dredging ten more canals, getting rid of weeds, sediment and other debris, adding that the work is scheduled to begin this month and be completed in 60 days.

The dredging is designed to increase the capacity of the Thai capital’s canals to receive rainwater that runs off the pavement into the canals. In total in Bangkok and its surroundings there are 1,980 canals with a total length of 2,745 kilometers.

To carry out the dredging, in addition to hiring contractors, the department used its own staff and equipment as an emergency measure to deepen 35 shallow canals near flood-prone areas. The department said it plans to dredge nine major canals totaling 393 kilometers in 50 areas of the city in fiscal 2023.
